To ensure the highest possible level of public policy and internal security, controls at the border will be introduced at Estonia’s border with Latvia and at ports and airports.

Border controls will be carried out in accordance with the Schengen Borders Code and State Borders Act.

Estonian Foreign Minister Paet and Polish Foreign Minister Sikorski Sign Estonia-Poland Visa Representation Agreement http://www.estemb.pl/frontpage/news_events/aid-363 Today Foreign Minister Urmas Paet and his Polish colleague Radosław Sikorski signed an Estonia-Poland visa representation agreement together in Warsaw.

In accordance with the visa representation agreement, Poland will begin representing Estonia in North Korea, Turkmenistan, Ethiopia, and Columbia. Estonia will begin to represent Poland in Pskov. “Visa representation agreements help countries in the Schengen area be represented as widely as possible all over the world. Estonia’s network of foreign representations is limited, and co-operation like this makes it possible for somebody to get an Estonia visa even in a country where we don’t have our own embassy,” Paet explained.

Paet introduced Estonia’s steps towards joining the euro and balancing the state budget to Sikorski and Deputy Speaker of the Polish Seim Jerzy Smajdzinski. His Polish colleagues recognised Estonia’s successful activities for meeting the criteria to join the euros. Paet also told Sikorski about Estonia’s candidacy to be the location for the European Union’s IT agency for justice and home affairs and called on Poland to support Estonia’s candidacy. In speaking about the development of Estonia-Poland bilateral relations, Paet emphasised the importance of the Tallinn-Warsaw flight route that will soon be opened.

The Estonian foreign minister thanked the Polish foreign minister for Poland’s participation for the third time in the rotation of Baltic airspace policing that will begin in May. “Poland also does commendable co-operation with Estonia at the Baltic Defence College, and our views on NATO’s new strategic concept are in agreement,” Paet added. Paet stated that Poland joining the NATO Cyber Defence Centre of Excellence in Tallinn is also important.

At his meeting with Polish Foreign Minister Radosław Sikorski, Paet emphasised Estonia’s support for commemorating victims of the Holocaust. “Estonia has condemned all crimes against humanity, including the Holocaust. These horrors must never occur again,” he stressed. Paet informed Sikorski that Estonia responded to Poland’s request and made a donation of 20 000 euros to the Auschwitz-Birkenau Fund.

During Paet and Sikorski’s meeting, they also discussed adding substance to the Eastern Partnership Programme more quickly. “We must work together in the name of making the European Union progressively more open to Georgia, Ukraine, Moldova, and the other Eastern Partnership nations,” stated Paet. “Estonia is prepared to establish an Eastern Partnership training centre.”

Paet said that in order to increase energy security, it is important to connect the electricity networks of the Baltic states with those of Poland, in order to put and end to the situation in which the Baltic states, due to limited energy connections, live on an isolated “energy island”.

On Saturday, 19th of December 2009, at 16.00 opening of the photo exhibition "Republic of Estonia 1917-2007" at the exhibition hall of the Holy Trinity Lutheran Church in Warsaw (address: Parafia Św. Trójcy w Warszawie, Kredytowa 4, Warszawa). The exhibition is compiled by the Estonian Institute.

The exhibition will be opened by Mr Taavi Toom, Ambassador of the Republic of Estonia to Poland; pastor Arho Tuhkru from Estonian Evangelical Lutheran Church and pastor Piotr Gaś from the Holy Trinity Lutheran Church in Warsaw. The opening will be followed by the Advent Evening and Estonian snacks will be served. The exhibition will stay opened until 31 of January 2010.

On Sunday, 20th of December 2009, at 10.30 4th Sunday Advent Service with sermon in Estonian translated to Polish and historical baptism of an Estonian child at the Holy Trinity Lutheran Church in Warsaw conducted by the pastor Arho Tuhkru from Estonian Evangelical Lutheran Church.

Short film "Strays" in Warsaw http://www.estemb.pl/frontpage/news_events/aid-325 The joint master’s project “Strays”, made by Sri Lankan-Norwegian director Sutharsan Bala and Estonian producer Marianne Ostrat of the Baltic Film and Media School, will participate in the short film competition at the Warsaw Film festival.

The main character of the 39-minute short film “Strays” is Nazeeya, a 24-year-old Muslim woman who has one day left to find a man in Estonia before her grandfather takes her back home and, according to tradition, marries her off to his friend. “Strays” is a tragic story of the lack of understanding between generations, and about the high price of personal freedom. “Strays” is loosely based on the director’s own experiences—Sutharsan Bala was 4 years old when she emigrated to Norway from Sri Lanka due to a civil war.

The lead roles in “Strays” are played by actors Jekaterina Novosjolova, Ago Soots, Jevgeni Gajchuk, and 14-year-old Paulo Kulešov, who was studying at the French Lyceum of Tallinn at the time of filming and made his film premier in this piece. The film is in Estonian and Russian and was filmed in Tallinn.

Finnish television was a window to a world of dreams that the authorities could not block out. Woven into the political thriller are staged scenes based on the memories of people who were children at the time. "Disco and Atomic War" offers its own version of recent history, mixing spy games into a human tragicomedy.

Estonia is waiving the visa invitation requirement http://www.estemb.pl/frontpage/news_events/aid-307 Estonia is simplifying the visa application process for people travelling to Estonia. On May 7 the Estonian Parliament (Riigikogu) approved an amendment that will waive the visa invitation requirement. The amendment will enter into force on July 30. Visa invitations submitted to and approved by the Citizenship and Migration Board before July 30 will be valid in foreign missions of Estonia as documents certifying the travel purpose within 6 months following the date of the corresponding decision,Waiving the visa invitation requirement means that those applying for visas no longer have to present an invitation approved by the Citizenship and Migration Board or other form of invitation, and from now on other documents will be sufficient to prove the purpose of travel.

The waiving of the invitation requirement will make the visa application process faster and easier. All other requirements will remain as before.

The most important thing for the visa applicant is to present his or her travel plans honestly and clearly and to fill in the visa application with his or her contact information and primary address of residence in Estonia. It is also required to submit documents that certify the purpose of travel and prove the existence of sufficient resources to cover return travel, sustenance and accommodation. It would also be useful for the applicant to indicate his or her connection to Estonia (for example, documents proving marital or family status, or a letter or email written by the person being visited in Estonia describing the person’s connection to the visa applicant).

The consul still reserves the right to ask the visa applicant or relevant individual or organisation to present oral or written explanations of the need for a visa. As before, the consul may request documents that certify the applicant’s intention to leave the Schengen area upon the expiration of the visa: return tickets, sufficient means of subsistence, proof of employment, proof of real estate in the country of residence, proof of ties with the country of residence (family ties, professional status) etc.

To prove the purpose of travel, the following supplementary documents could be submitted (the list is non-exhaustive):

  • For business travel: written confirmation from the company organising the meeting, conference, etc.; invitations/tickets to a fair or seminar; documents that prove the existence of business ties or certify the applicant’s connection to or status in a company.

  • For personal travel: documents confirming accommodation (hotel reservation, a letter or email which confirms that the receiver will allow accommodation for the visa applicant); travel package; copies of travel tickets.

    Fingerprints in travel documents http://www.estemb.pl/frontpage/news_events/aid-303 Starting from June 29th, 2009, all applicants of Estonian travel documents are required to give their fingerprints. The fingerprints are included onto the chip inside the passport cover. Children above the age of 6 are also required to give fingerprints, children below the age of 6 will not have to give fingerprints. As the result of compulsory fingerprint-giving, the procedure of applying for repeated passports by mail will change. In the future, it is possible to apply for a repeated passport by mail only in the case when the person has already received one passport containing fingerprints and less than 2 years have passed since the issuance of this passport.

    It is possible to apply for a repeated passport by mail until June 28th, 2009 (passport applications bearing a postal stamp of a later date will not be reviewed without fingerprints - the applicant will have to go to an Estonian foreign representation or to Estonia to give fingerprints). Applications for repeated passports until June 28th, 2009 can be submitted by those persons, whose passport will expire soon (a few months are left until the expiration date) or by persons who for any other reason would like to receive a new passport. There are no changes in the procedure of applying for the initial passport (applications can be turned in at Estonian foreign representations, it is not possible to submit them to the Honorary Consuls). Additional information concerning the fingerprint-taking, use of fingerprints and other questions can be found on the website of the Citizenship and Migration Board.

    Short description: The world is in every person. Microcosms have no boundaries. They are exactly as big as the imagination of their owner. Juri Lotman's imagination was clearly very big. The entire universe fit into it - a large portion of Russian literature, the semiosphere the size of the galaxy, and detailed knowledge of wartime lines of communication. As a cosmopolitan, he travelled about various orbits, gathering and recording different kinds of information. The time came when ideas that came about as the result of processing of information started to look for means of expression. Some of them found their way out through picture drawings, others by way of written words. In Lotman's world, Hitler and Stalin meet, and images of St. Petersburg and Tartu intertwine. The roundtable of semioticians as Eco, Uspenski, Toporov, Jegorov, Ivanov, Pjatigorski and others is given the floor, the battlefield alternates with domestic idyll, signs alternate with meanings. There are as many worlds as there are people. But there is only one Lotman's World.

She wants to shake the very bases of human existence. Next to Sandra's hectic life, performances and statements we follow a harmonic still-life as if taking place in a different space-time, the life of Sandra's parents - Malle Leis and Villu Jõgeva, for whom being an artist an putting up exhibitions is a normal age-old way of life, even a routine.
